Global Fund - Local Fund Agent Services (Including Assurance and Advice)

The CFY Managing Partner, while working as the Country Senior Partner of PwC, was in charge of the PwC's local fund agency work for the Global Fund to fight HIV/AIDS, TB & Malaria (GTATM) in Nigeria, Ghana, Liberia Sierra Leone and The Gambia. Charles' superlative handling of the Global Fund project in ensuring effective procurement (VFM) and strict financial controls on expenditures created a huge confidence in the donor's ability to disburse millions of US dollars in aid to the countries under his watch.
Our Managing Partner's work with the Global Fund included the following:

  • Assist in grant negotiations.
  • Financial management services.
  • Assessment of the capacity of fund recipients.
  • Procurement reviews, monitoring and evaluation and expressing opinion, particularly on Value-For-Money (VFM) procurement transactions.
  • Receiving and ensuring completeness and consistency of disbursement request (as against disbursement plan), including conducting ad-hoc site visits if necessary.

DFID - Ministry of Health and Social Welfare (Liberia)

Our partners working with PwC at the time were responsible for the establishment of the Office Financial Management (OFM) in Liberia. Our Felix Tamattey's experience of working in Liberia to establish and strengthen the Office of Financial Management at the Ministry of Health, and manage the donor pool fund for the health sector. This has helped us appreciate the Liberian context; the culture and working methods in the country; and also to understand the challenges the finance function faced.

The OFM project was supported by DFID, over a period of three years for the purposes of setting up the (OFM) at the Ministry of Health & Social Welfare (MoHSW). The project also involved the recruitment of both international and national personnel, and the oversight of the scope of activities covered by the OFM. At the end of the project, our partners and staff resources have had the financial procedures and operations of the MoHSW radically transformed and driven by computerized solution; and the skills and competence of the MoHSW's Finance personnel significantly enhanced.

Millennium Challenge Corporation (MCC)/MIDA Ghana/MCA Benin

CFY Partners' Managing Partner was the then Country Senior Partner of PriceWaterHouseCoopers that was appointed in 2007 to audit the MCC resources managed by Millennium Development Authority (MiDA), Ghana and MCA Benin. The audit covered a base period of January -June 2007, and three optional periods of six months each, to December 2008. The service contract was awarded again to carry out the 2009 and 2010 audits. The programme was governed by a Compact signed between MCC and Government of Ghana for a period of 5years, for an amount of US$547 million.

The audit service contract also covered MCA-Benin programme for two years period to June 2008, for a programme worth US$307 million. The overall objective of these audits was to give assurance as to whether MCC resources are allocated and utilized as intended. The CFY Partners Managing Partner was the partner responsible for the overall delivery of the audits including relating with the MiDA officials and delivering the final audit reports (both in a presentation format and then in written format to the client).
